HIGH COURT DIRECTED FOR THE ARREST OF ALL ACCUSED INVOLVED IN PIPLI GANG RAPE OF A DALIT GIRL WITHIN 7 DAYS 11/01/2012

The Odisha High Court on Tuesday directed the arrest of all the accused in the Pipili gang rape of a dalit girl within seven days and ordered the chief medical officer (CMO) of Capital Hospital in Bhubaneswar to submit a detailed report about her health status.
A division bench of the court led by Chief Justice V Gopala Gowda ordered the superintendent of police of Puri to personally monitor the case and submit the action taken report to the court within seven days after apprehending all the accused persons in the case.
The bench, which was hearing a PIL filed by civil rights activist and advocate Prabir Das, took strong exception to the police inaction in the case and directed the superintendent of police of Puri to put an officer in the rank of deputy superintendent of police to investigate into the case.
It ordered the hospital CMO to submit the report by tomorrow stating as to whether the 19-year-old dalit girl, in coma since the incident in November last year, is responding to the treatment and if she needs to be shifted to a better facility.
The Bench directed Bhubaneswar deputy commissioner of police to immediately post a lady constable near the victim's hospital bed to guard her.
It also asked the police to step up surveillance in and around Capital Hospital to prevent the accused persons from interfering in the security and treatment of the victim.
The directions were given when the petitioner brought it the notice of the Chief Justice that the accused persons in the case are trying to threaten the victim's family, while leaders of a particular political party were trying to intimidate and coerce them.
As the Odisha High Court and the Odisha Human Rights Commission took up the cause of an alleged rape victim, the state government on Tuesday handed over investigation of the case to Crime Investigation Department (CID), Crime Branch.

A missing youth, Sanjeeb Mandal from Sultanganj area of Bihar was rescued from Bhubaneswar on December 23 last year with the help of voluntary organisations like the Missing Foundation ‘Abhinab Odisha’, Missing Found.com and Dibya Jyoti Sevashram.
According to Sanjeeb’s younger brother Dheeraj Kumar, Sanjeeb was not mentally sound and was missing from last November. Sanjeeb is the son of a homeopathic doctor Bishnudev Mandal of Moditola village under Sultanganj Police Station of Bhagalpur district in Bihar.
While distributing winter clothes to the needy near Cuttack Railway station, social activists found Sanjeeb. He showed his right hand to the social activists. A ring which he was wearing on the middle finger of his right hand had pierced into the muscles of that finger thereby causing some allergic reaction and the finger was stinking. He was immediately shifted to SCB Medical and Hospital in Cuttack.
Thereafter the doctors, with the help of a gold smith were able to cut the ring and his finger was operated. He was then shifted to Capital Hospital, Bhubaneswar. The activists took good care of Sanjeeb for 18 days and then contacted his family members by the help of Missing Foundation member Nityananda Sahu and handed him over to his family members on Monday.

The Kandhamal police on Monday arrested Junesh Pradhan, a BJD leader of Daringbadi area, in connection with the recent landmine blast on Kotagad-Srirampur road under Kotagad police limits, which killed three policemen on the spot and seriously injured three.
It may be noted that Pradhan was elected as a samiti member from Greenbadi panchayat in the last panchayat elections. He was later elected as the chairman of the panchayat samiti.
SP of Kandhamal J N Pankaj said Pradhan had links with the landmine blast over which they have strong evidence. Refusing to reveal out details, he said more facts will come out after thorough investigation.
The Congress here condemned the BJD and described Pradhan’s arrest as “Exposure of the ruling party’s true colors”. “The arrest of Junesh Pradhan establishes the BJD’s link with the Maoists, who have been killing police personnel and innocent villagers at will,” the Congress said in a press statement.

The department of English of the Ravenshaw University here would host a two-day international seminar on children’s literature commencing on Monday.
The meet will focus on the politics of children’s literature, and it has been designed to deepen our understanding of the relationship of children’s literature with questions of power, explained Prof Dipti Ranjan Patnaik, who heads the department.
Papers on theoretical perspectives like postcolonial studies, eco-criticism, feminism, Marxism, new historicism and cultural materialism would be presented in the seminar while the delegates would be encouraged to deliberate on the issue of production and reception of children’s literature, he added.
A number of noted scholars are expected to join the seminar. They include, Ellen Handler Spitz from the University of Maryland and Ernest Bond from the Salisbury University, both in the US, well-known Malayalam novelist Paul Zacharia, Sukhbir Singh and Anna Kurian from the Osmania University, Hyderabad, Abhijit Gupta from the Jadhavpur University, Rimli Bhattacharya from the Delhi University, Fakir Mohan Sahoo from the XIMB, Raja Mohanty from the IIT Mumbai, Anto Thomas from the St Thomas’s College, Kerala, noted Odia children’s writer Manindra Mohanty, informed Prof Pattanaik.
On this occasion, the 2012 issue of the prestigious Ravenshaw Journal of Literary and Cultural Studies would be released. The alumni association of the department would also meet on Sunday, he added.

Maoists have opened their account on the first day of filling nomination of three –tier Panchayat election by killing a tribal in Koraput district on 7th January suspecting to be a police informer. The tribal Enkanna Kadraka, villager of Elagavalsa under Bandhugaon police station was killed by Maoists in the wee hours of Saturday. This is the first incident occurred at Koraput by the Maoists.
Friday in the midnight while Enkanna Kadraka and his family was sleeping in his farm house, the Maoists have called him and taken him to a nearby place where they brutally killed him.
Prior to killing him, The Maoists held a 'praja court' (People’s court) and had apparently slit Enkanna Kadraka’s throat with a sharp weapon after tying his hands behind his back. A letter signed by The CPI (ML) Srikakulam Jhanjabati organizing committee secretary, Sittru was recovered from the spot. According to the letter, Enkanna Kadraka was punished at Praja court because he was informing the police on the movement of Maoists in the area; the letter revealed any person working as a police informer will meet a similar fate.
Each time the Maoists kill innocent civilians, they brand the deceased as a police informer. But in real, they kill civilians to settle scores, the police officials said.
Wife of the diseased lodged a complaint at Bandhugaon police station.

A teacher allegedly assaulted and beaten black and blue a class ninth student of Sahadev Bidyapitha at Kharagapur village under Balichandrapur police station of Jajpur district.
The student Tushar Kanta Barik (13) of village Tigiria suffered injuries in his hand and leg after the science teacher Prafulla Kumar Das of the school allegedly badly beaten up the student after the student failed give correct answer to some questions on Wednesday. The father of the injured student Banshidhar Barik alleged before the district inspector of school and the officials of school and mass education in Bhubaneswar through toll free number that his son was assaulted by the teacher by a bamboo stick after he failed to answer some questions posed by the teacher.
Meanwhile the Circle Inspector(CI) of school in Jajpur Kapinendra Mishra has started investigation about the allegation of student's father. Parents and many guardians of the students demanded action against the teacher for dishing out a series of punishments to the students in the school.
“I was informed by the school authority that the teacher assaulted a student as he torn the answer paper in the school. I am investigating the matter”, said Mishra.
As per a national level study by the Women and Child Development programme, it is found that 69 per cent of the children face physical abuse including ‘corporal punishment’ and in government and municipal schools, it is 62 per cent that becomes a major concern. Above 53 per cent of the school children are forced one or more occasions for sexual abuse and reports suggest 21 per cent severe form of sexual abuse in schools.
Unfortunately, teacher-student relations too have deteriorated over the years as per the shocking reports that come every second day. Why is this happening? Is it yet another gift of the modern age, which boasts of scientific technology and advanced economic order? The answer to all these queries would be in affirmative if we retrospect. Where what has went wrong is beyond anybody’s comprehension.
There must be many more such incidents that did not show up in the public sphere. As education becomes more and more commercialized, teachers are bound by targets that they must deliver and students see them more as service providers. Though those teachers who abuse their students can never be excused, it is time to do pick out these bad apples who give a bad name to education and ponder about a way to mend these relations.

The ultimate objective of any scientific pursuit is to improve quality of life of people, said Shri M. C. Bhandare, H.E. Governor of Odisha at the valedictory ceremony of the 99th Indian Science Congress at KIIT University on January 7. “Despite tremendous progress in the field there is a sizeable section who struggle to meet basic needs like food, shelter and healthcare,” he observed.
Asserting that modern research should address these problems, he said, science must have innovativeness, foresight and vision to make it a boon for the society. Quoting Nehru, he said, “Science alone can solve the problem of hunger and poverty, insanitation and illiteracy, of superstition and dreading customs.” He reminded of country’s rich legacy of science from Aryabhatta to Srinivasa Ramanujam and from CV Raman to APJ Abdul Kalam.
The 99th Indian Science Congress organised by KIIT and NISER ended earlier on Jan 07. Prof. T. Ramasami, Secretary, DST delivered the welcome address. Among others, Prof. A. S. Kolaskar, VC, KIIT, Dr. Vijay Laxmi Saxena, General Secretary (Scientific Affairs), 99th ISC, Dr. Manoj Kumar Chakraborti, General Secretary (Membership Affairs), Dr. A. K. De, Executive Secretary, Dr. N. B. Basu, Treasurer and Dr. A. K. Nayak, Registrar, NISER were present on the occasion. Dr. Samanta expressed gratitude to Prof. Bali and all functionaries of Indian Science Congress Association (ISCA) for their cooperation in making the event a grand success.
It was a great honour for Odisha to host the 99th Indian Science Congress after a gap of 34 years, he said, while expressing gratitude to KIIT, NISER and Dr. A. Samanta, Founder, KIIT & KISS and Chief Patron, 99th ISC for making it happen with elegance and style. The Governor conferred Pride of India Expo Award to 14 organisations in seven different categories. While NALCO bagged the award for most innovative expo, DRDO was adjudged exhibitor of the year. Best poster awards were also conferred to 28 presenters in 14 different sections of the Science Congress.
Six winners of National level Essay and Quiz competition (senior and junior level) were also awarded. The senior category topper received a prize money of Rs. 5 lakh, while topper in junior category received Rs. 4 lakh.
Speaking on the occasion, Dr. P. K. Patasani, Hon’ble MP, Bhubaneswar commended KIIT and Dr. Samanta for excellent organization of this mega event. “The state is proud of him,” he added.
The 99th ISC was attended by a record 18000 delegates. Total number of delegates from abroad was 250, said Prof. Geetha Bali, General President, while informing that the session saw 35 special lectures and 30 plenary sessions and panel discussions. There was a healthy participation from women scientists in the science congress, which had ‘Science and Technology for Inclusive Innovation – Role of Women’ as its theme.
Crediting KIIT for remarkable conduct of the event, she remarked, “There was nothing where we felt something could be done in a better way.” Ambience at KIIT was very conducive and all comforts were provided, she said. Terming 99th ISC a very satisfying experience, she expressed happiness that all deliberations were vibrant. She also thanked NISER, which was academic partner of KIIT in hosting the event.
Centenary session of the science congress is scheduled to be held in Kolkata, with the Prime Minister as its General President. The Prime Minister’s emissary Dr. B. Hari Gopal of Department of Science and Technology received the ceremonial Vigyan Jyot from outgoing General President, Prof. Bali.
